Implementation of Prevention and countering violent Extremism.(ICAP PCVE)

Regional Pastoralist Peace link led a highly collaborative and consultative process to develop Isiolo County Action Plan to Prevent and Counter Violent Extremism (ICAP PCVE). The development of ICAP PCVE has streamlined implementation of PCVE activities in Isiolo County by bringing together multiple stakeholders which has reduced overlapping of activities while at the same time encouraging joint interventions. The development of ICAP PCVE was done in line with the National Strategy for Countering Violent Extremism (NSCVE) and the Guidelines to Developing County Action Plans as provided by The National Counter Terrorism Centre (NCTC). The NCTC requires that Counties develop CAPs to provide a framework for implementing the NSCVE at the County level through integrating local and county-specific realities. The NCTC requires that in order to address county specific peculiarities, involvement of local communities in their multi-sectoral facets is the core of successful implementation of CAPs. Furthermore, Counties are at liberty to adopt the NCTC pillars and adopt any additional ones which respond to their needs. Isiolo County embraced all the nine NSCVE pillars and proposed additional three. These were: Access to Justice, County and National Government Relation and Women Pillars. Following the launch of the ICAP PCVE, Isiolo Peace Link has been instrumental in the initiation and functioning of a the County Engagement Forum (CEF), which is charged with coordinating and overseeing implementation of PCVE efforts interventions in Isiolo County. CEF is instrumental in ensuring effective implementation and monitoring of the ICAP PCVE. The CEF has two major roles:

  • Coordinating P/CVE activities in Isiolo Country
  • Oversight role through an effective monitoring and evaluation (M&E) framework to ensure PCVE programming is streamlined across all the major development interventions in Isiolo County through the various OKRs which have been organized alongside the pillars.
Violent Extremists (VE) groups hope to sustain a flow of recruits through radicalisation; through divisive propaganda; and by exploiting a selective reading of religious texts. Violent extremist groups mis-interpret the religious texts appropriating and transporting key elements from the religious texts and Islamic historical events for their own ideological benefits. Religious excuses and religiously biased narratives are the key drivers and fuel to the VE groups’ ideology. VE groups use of indiscriminate violence support their actions by compelling narratives that authorize its strategy, justifies its violent tactics, propagate its ideology and wins new recruits. It is against this background that, IPL has been engaging religious leaders to disseminate counter/ true narratives trhough forums and local radio stations.

The most effective anti-dote to VE narratives and misuse of religion is therefore counter-narratives, positive and alternative narratives and mobilization of key Muslim scholars to disseminate information asymmetries created by, and benefiting violent extremists can only be countered, delegitimized and deconstructed by religious leaders.
